West Virginia originally enacted constitutional carry for 21+ in 2016. HB 4106 (signed April 2026, eff. June 2026) lowered the age to 18+ for both open and concealed carry. Optional Concealed Handgun License (CHL) remains available for reciprocity and NICS bypass.
